Just a pointer from my side on this topic, based on our experience mainly with webinars, but I think it applies also to meetings. Thanks for the reply. I would also make sure that the setting is disabled at the account-level. Please let us know if you find any other issues.
Participants need to enter the passcode to join the meeting. This setting doesn't apply to meetings that use the personal meeting ID (PMI). When you lock a Zoom Meeting that's already started, no new participants can join, even if they have the meeting ID and passcode. Just click the Security icon.
